Russell T Davies or Steven Moffat?? DFTBA

Personally, Moffat.

There are just so many AMAZING episodes written by him . For example, The Doctor Dances, Blink, Silence in the Library/Forest of the Dead and The Wedding of River Song (to name but a few).

Although Davies was really good, I just prefer Moffat’s writing.
